An empty lot still belongs to a developer, such as Melcor. The developer doesn't have to sell in a hurry. The lot won't get any older. They can wait for another 10 years, if needed. There is no additional carrying cost.( `: t' T8 \" G

It represents a large investment (at least $200k and could be much more). It is getting older every day and needs maintenance. The builder must sell it ASAP, and will reduce the listing price or provide incentives if needed. A must-sell house should be included in the inventory pool.
