I have exactly same experience with you, totally understand that. I went through Albert fence law and city bylaw, also called 311. Then I wrote a email to them. First I don't have any whatsoever legal obligation to pay without any written contact or commitment before. Second their  price is way above the market, and no one inform me or consult me before. Third, if I agree to pay the market price just only because I am a good neighbor. They should appreciate it. If not, then go ahead , sue me, I am 120% absolutely sure they will lose. Good luck
