Thank you for expressing your concerns regarding usage-based billing (UBB): m( d4 `* T' d m2 @' x
for Internet services. It is essential that I hear the views of Canadians
; a4 I8 K: S2 v) @3 yon the issues that matter. Prime Minister Harper and I have been clear- L' v: D" I4 g
that we cannot support imposing a UBB business model on wholesale Internet
" l) O Q/ E/ l/ D2 M, Rservice providers.

Our government recognizes that the Internet and digital technologies are
i; P: t6 I# T5 }3 w: `an increasingly important part of everyday life—including driving
; _9 ]% Y1 v; Jinnovation, commerce and social interaction. As the government develops! u: k3 E" L' Q4 f1 G: T3 a
Canada’s first comprehensive Digital Economy Strategy, we need to look- g5 a* X% E7 z
carefully at how issues like UBB affect the big picture. We will be s, Z8 o1 D6 H" j# {' u
guided by our long-standing policies of encouraging competition and: \6 @/ i! P6 ?' x" d
investment, increasing consumer choice, minimizing regulation and allowing0 v1 `, k" R0 D7 q3 j1 t9 w& u
market forces to prevail. ; n' S% t- D, b9 ^1 i
% u# z/ E7 K) K) d5 V$ o
The Canadian Radio-television and Telecommunications Commission (CRTC) has: A: W& J" C6 H: X
chosen to examine these concerns that the government shares with a large

When the CRTC reaches a final decision following its consultations, the

line with the best interests of Canadian consumers and encourages& q# y& \' w( @# L4 x- ^- r: @
competition among internet service providers. I will be recommending that% Q( n- x( f4 f8 E( }
any decision counter to these foundational principles be reversed.' ?/ n0 u J# [& z; K8 Y5 D
