Finance Minister Jim Flaherty Tuesday announced tighter lending standards for mortgages, saying that while the housing market is healthy and there's no solid evidence of a bubble, the moves are needed to “help prevent negative trends from developing.”' W) Z4 `6 E' i/ F* T4 ~, @  s+ Y( N
; a/ M0 _7 h# y5 l
Under the new rules, all borrowers will need to meet standards for five-year fixed-rate mortgages regardless of whether they're seeking a loan with a lower rate and shorter term.' G: D7 f& j3 N+ S* ?

Also, the government is lowering the maximum amount Canadians can withdraw when refinancing to 90 per cent of the value of their homes, from the current 95 per cent, and requiring a 20 per cent down payment for government-backed mortgage insurance on “speculative” investment properties.

Scotia Capital economist Derek Holt said the tighter criteria for mortgages could cause the housing market to ``really heat up” over the next few months as buyers try to get approved before the stricter rules come into force.

``This all leads to short-term price scrambling,” Mr. Holt said in an interview, noting that the Harmonized Sales Tax due to take effect in Ontario and British Columbia on July 1 is already causing some buyers to rush into the market in a bid to close deals in advance. ``It could really heat up in the near term and then cool off in the back end of the year. With the HST in Ontario and B.C. and these changes, they have dramatically altered the home-buying decisions of Canadians.”

三条新规定从今年四月十九日开始实施:2 C. n; R8 ~* h# P3 `

1.        All borrowers must meet the standards for a five-year fixed rate mortgage even if they choose a mortgage with a lower interest rate and shorter term;
  Q0 m' W- c, E/ R5 q) |2.        The maximum amount one can withdraw in refinancing their mortgage will be reduced to 90% from the current 95% of the value of one's home;
" m5 p9 S, `4 \3.        Non-owner occupied properties will require a minimum down payment of 20%.

1. 借款人申请贷款时必须能符合银行五年固定利率要求的条件, 即使借款人选择较低或较短的利率种类。(目前银行使用三年固定利率作为审核标准)0 p# |, b4 {; ]
2. 再贷款的最高限额是房屋价值的90%, 目前是95%7 O9 r3 q) N2 l' X% w0 J
3. 非自住房必须支付至少20%的首期

对炒房的投资者是一个很大的打击, 他们必须支付20% 或以上的首期, 才能购买投资房。市场上CONDO CONVERSION(将整栋出租楼分间出售给单个的购买者投资或自住)的交易会直线下降, 这也是最近MLS 上的房屋交易量大减的原因之一。& ?2 P7 f# G2 U1 |) F1 c
" x0 m+ a% o) k( S5 N
同时该举措也会抑制过度消费的热潮, 一些拥有物业的客户喜欢将其他高利率的贷款合并到房贷里去(CONSOLIDATION), 新规定只允许最多借贷90% 物业的市场价值, 这样客户的融资额度会相应下降, 也间接地抑制了过度消费。! F6 C' g; `  @
% b- N3 F) Y2 A2 x
房价的涨跌会更趋于理性,对买房自住的老百姓来讲应该说是好事。8 ^8 X! A2 n4 w' V/ L

这些措施将于2010年4月19日实施。这也许会在短期内刺激房市,很多信贷资质较差的人会涌入房市在四月十九日之前买房,但也预示着今年下半年房市将走低
