) `! ?, `! K5 |# }Edmonton homeowners could face a tax increase of 10.5 per cent next year, or $207 on a typical $400,000 property, according to preliminary budget numbers released Monday by the City of Edmonton.

: w& l+ X6 b. Q OHigher wage, construction and fuel costs, as well as the instability in U.S. financial markets, which are affecting the city's investments, are hitting city coffers hard.

This proposed increase, which is a starting point for councillors to debate over the next couple of months, covers only current service levels.

The numbers alarm Edmonton Mayor Stephen Mandel, who said the budget doesn't yet include proposals for additional expenditures.

Of the proposed tax increase, 8.9 per cent would be used to cover cost escalations due to increased fuel costs, wage and salary settlements, as well as debt servicing for construction projects like the Southwest Recreation Centre, the Quesnell/Whitemud Bridge and the Epcor tunnel.

A slowdown in homebuilding is also having an effect. Fewer development and building permits mean the city will earn $3 million less in 2009.% y- W! @6 @, j" \1 G# d9 p

City manager Al Maurer said his staff will bring more information about the potential effects of the markets to budget sessions that start next week.( r% v5 e) K \
