阿尔伯特大学年度的国际商务弗特讲座(Foote Lecture)旨在提高科研人员、政策制定者、商务管理人员和广大民众对与亚洲相关的热题的认识与参与度。. a+ q6 d/ N! x0 w" f

今年的讲座将体现其杰出的桥梁作用。演讲者甘犁博士本人在国际领先的经济学期刊上发表了众多的文章,他在世界上被公认为中国经济再平衡理论的权威人士—因此他曾是美国有线电视网CNN和《科学》杂志Science Magazine等媒体的采访对象和背景来源。 甘博士本月讲座的主题也正是他在中国人大常委会提出的相同的议题。

中国希望在未来的十年内从现在的过度依赖投资和出口型经济向更依赖消费的形式转变。中国需求方向可能发生巨大的变换,从国家需求转向家庭需求,这将直接影响到整个中国市场,比如,对自然资源的需求会继续保持,但是将不再用于国家的基础建设上。人们日常生活需要的原材料商品的价格可能会提高,例如钾、贵金属和石油。甘博士自2010年以来在成都领导着一个独特的中国家庭资产调研和研究中心,此次2014年的讲座中,他将突出调研得出的重要结论,并对国内外的政府政策和商业战略的实施情况进行讨论。例如,他发现基尼系数显示的中国收入不平等的情况胜于美国或其他发达国家。虽然较大的收入差距并不一定直接预示着社会的不稳定,但是这是中国家庭高储蓄的重要原因。因此,中国经济向消费型经济的转型将依赖于更小的收入差距。8 _/ I! ( C2 g/ `* I5 X; _+ s5 _The University of Alberta's annual Foote Lecture in International Business and Trade raises awareness of Asia-linked issues that warrant the joint engagement of researchers, policy makers, business leaders and the broad public. n5 Q+ i' O% q6 W s
! U, V: K. S- a5 r0 ~# gThis year's Lecturer fills this bridging role perfectly. Dr. Li Gan is a prolific contributor to leading journals of economics who also has been interviewed for CNN, the Economist, Science Magazine, etc. This month, Dr. Gan presented to the Chinese People's Congress on the same topic as his planned Lecture here: the rebalancing of China’s economy.

It is expected that, in the coming decade, China will move away from its current over-reliance on investment and exports, and towards more consumption. Sources of Chinese demand could change dramatically. They could be fuelled by significant direct transfers from the state to the household sector, for example. Or, demand for natural resources could continue, but not for the kind used to build infrastructure. Their demand might drive up prices for commodities that speak more to the day to day of China life, from potash to precious metals to oil. Since 2010, Dr. Gan has been directing the uniquely positioned Survey and Research Center for China Household Finance, in Chengdu. In his 2014 Foote Lecture, Dr. Gan will highlight key findings of the Survey, and examine implications for government policy and business strategies, both in China and abroad. He finds, for example, that income inequality in China, measured by its Gini coefficient, has become as bad or worse than that of the U.S. or other developed countries. Although high income inequality may not necessarily mean social instability, it is the key reason for the high household saving in China. The transition of the Chinese economy toward a consumption-based economy therefore depends on lowering income inequality.
