Black money scam

Two male suspects have been active in the Edmonton area and have approached several businesses. The suspects pose as political refugees usually from an African Country and state they want to purchase something of value with cash, usually in the tens-of-thousands of dollars or more.

The business owner or sales person is then shown a $50 Canadian bill placed between two pieces of plain white paper, the same size as the bill. The white pieces of paper are covered in a special coating and when washed with a special solution in front of the victim, the white paper magically turns into two additional $50 bills. The suspects inform the victim that they can only pay for the goods using the plain white or black paper to be able to export the currency from their country of origin. They also ask the victim for money to buy the chemicals and promise to pay for his/her help.

4 T, p2 k* n* W+ M+ T* e7 ~( L& NThe fraud is completed when the victim agrees to the sale with the delivery of plain white/black paper or agrees to supplying funds to pay for the chemical washing process. Instead of the victim obtaining covered white/black genuine currency, the victim later realizes they have been defrauded with white photocopy or black construction paper.
