for Internet services. It is essential that I hear the views of Canadians) Q4 C. Y; d1 T) g8 M+ N, t
on the issues that matter. Prime Minister Harper and I have been clear. W- v4 Z V- G8 [$ y" I; g& V
that we cannot support imposing a UBB business model on wholesale Internet
7 r" B8 E& t% z Rservice providers.

Our government recognizes that the Internet and digital technologies are
: i, \, s q" |7 I7 m2 C+ yan increasingly important part of everyday life—including driving8 G# Z, r g( \! }5 ]
innovation, commerce and social interaction. As the government develops7 v5 Z! ]7 m5 f+ d% p
Canada’s first comprehensive Digital Economy Strategy, we need to look
4 B( \. X4 ?& dcarefully at how issues like UBB affect the big picture. We will be% m5 [8 o" X! A3 T6 ?4 L6 \+ x
guided by our long-standing policies of encouraging competition and
+ Y# {8 Y7 a6 V2 a/ ~investment, increasing consumer choice, minimizing regulation and allowing. ^9 L$ `8 O4 g& _
market forces to prevail. " a& ^. I ]9 x% x( }1 _
7 t/ ~; b8 o" N& O z4 OThe Canadian Radio-television and Telecommunications Commission (CRTC) has
- n) X) h! e% b+ bchosen to examine these concerns that the government shares with a large
1 n9 T* [1 Z8 Q5 b% X* y9 i8 Ynumber of Canadians. Details of the CRTC consultation are available at

When the CRTC reaches a final decision following its consultations, the
- ~6 W; \& v% [4 X! @government will carefully assess the CRTC position to ensure that it is in6 P: Z1 e1 t$ _0 A8 [* `3 U1 a
line with the best interests of Canadian consumers and encourages t1 w3 }1 g+ ~+ z0 @3 \/ `
competition among internet service providers. I will be recommending that
( R4 G0 A- d9 B" ]# C0 ~any decision counter to these foundational principles be reversed.
