急，请教关于对市政府对地产估值进行 complain 的问题

都说今年市政府对房地产的估值大幅度下降，可不知道为什么我家的反而上升了。为此我们进行了complain。今天接到市政府工作人员的电话说要对房子进行inspection.请问：我们是否必须要同意他们进行inspection? 一般在什么情况下市政府要进行inspection?如果不同意的话会有什么后果？

另外，接到了举行hearing的通知，可是有一段话怎么也看不明白，请各位指教：

This Complaint is subject to the Matters Relating to Assessment Complaint Regulation, AR 310/09. You are required to file all documentary evidence, a summary of testimonial evidence, including any signed witness reports for each witness, and any written argument that will be presented at the hearing with the Assessment Review Board and the other party ( if this is your complaint, the other party is the City of Edmonton Assessment and Taxation Branch) on or before the dates indicated below:

我在填complain form的时候已经把所有的东西都附上了，还要求我提供什么东西呢？而且还给出几个不同的Due Date，而我们的hearing 日期是6月2日。都给弄糊涂了。

去年我上诉过，白浪费了30元，送来了一本书那样厚的资料关于他们是怎样经过统计同期市场的各种数据，经过各种分析最后不同意我的上诉，如要再上诉，又得再付钱，那个hearing 我也没有去，去也是提供同样文件如寄给他们的一样，因为此外我并没有再额外增加其他证据.至于那几个due date，第一和第三看似一样，第二个中文是答复截止日期会不会是inspection的答复.当时他们还给我打过电话，我没有及时接听.关于inspection 他们来送文件的当天可能已经当作inspection过了，文件不是寄来的，是送到我家门口啊.

关于inspection，他们没有进你的房子里看吗？他们给我打电话说要进来看，要求我请假等在家里好让他们做inspection。。。郁闷
